The Centre for Agriculture and Food Policy (CAFP) is inviting applications for the post of finance and administration officer.
About CAFP
CAFP is a registered agriculture policy research institute whose main objective is to coordinate, implement and conduct objective research and analysis so as to provide evidence–based policy solutions needed to sustainably transform the Zimbabwe’s agricultural and food systems that will aid the country in dealing with food and nutrition insecurity and poverty, stimulate the country’s agricultural competitiveness, promote trade, create jobs and invigorate rural and urban economies.
Key roles and responsibilities
The incumbent will be responsible for financial management and administration, Procuring audit services in accordance with procurement policy and procedures, Grant Management and Human Resources services in respect of the day-to-day operations of the organization. The key responsibilities of the role include the following:
Financial Management functions
- Ensure efficient payments and disbursements according to approved policies and procedures;
- Compile and manage internal budget and tracking spending;
- Prepare and submit Monthly, Quarterly and Annual Financial Reports;
- Implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of program activities;
- Follow-up of CAFP’S project activities – calendar of activities and field missions to inform cash flow management;
- Review budgets and financial reports from partners and ensure these comply with Grant Agreement requirements,
- Receive and assess audited financial statements including management letter from partners and ensure compliance with partners accounting requirements; and
- Manage audit assignments.
Administration and human resources functions
- Ensure operation of procurement system according to policy guidelines;
- Organizing CAFP’s logistics (vehicle maintenance, logbooks, insurance, fuel records…);
- Maintenance of Office, Computer & Accessories, Furniture & equipment;
- Maintaining an up-to-date asset register;
- Ensure up to date records are maintained including leave, employment contracts and staff personal records;
- Ensure proper payroll administration and accounting; and
- Perform other duties assigned by the Executive Director.
Eligibility Criteria
Qualifications
- Minimum of a Bachelor’s Degree in accounting, finance or related field.
- Membership in a professional body such as ACCA,CIMA or CIS would be an added advantage.
Technical expertise
- At least 5 years of experience in public and/or private sector administrative and financial management.
- At least five (5) years of experience in a similar position, preferably in an international organization, NGO, research or academic environment with multicultural dimension.
- Demonstrated knowledge of accounting systems in Non-Governmental Organizations.
- Knowledge of risk management approaches and internal controls.
- Good understanding of accounting procedures and standards.
- Ability to analyze relevant financial data and produce high quality formal reports in English.
- Experience with use of accounting software and systems, financial policies, rules, regulations and procedures is an added advantage.
